Heating and air conditioning are completely foreign to me, but apparently if your heater's not working, taking off the cover won't fix it - there's a manual override switch on some models that you can activate by hand, but it disables the heat when the cover is off. I guess this is some sort of safety feature to prevent accidental burns.
