O&L General Contractors

Very disappointed with the service we received from O&L General Contractors.

The company's customer service and professionalism were subpar throughout our HUD 203K rehabilitation project. The general contractor repeatedly stated that he had no contract in place, yet suddenly presented two new contracts for us to sign after work had already begun. These documents contradicted earlier statements and introduced unnecessary confusion.

We paid in full for emergent work performed prior to the HUD loan, but the general contractor provided incorrect lien waivers despite our multiple requests for revised and accurate ones. We sent several emails and certified letters requesting corrected lien waivers, an accounting of work performed to date, and clarification on the remaining balance due under the HUD loan. Unfortunately, we received no response to any of these communications.

The general contractor also deviated from HUD 203K procedures by invoicing us directly instead of submitting payment requests through the HUD Project Manager overseeing fund disbursement. This created additional confusion regarding payment obligations and was inconsistent with HUD requirements.

To make matters worse, the contractor misrepresented our change order process. During a call involving the lender, he agreed to provide a formal change order for any cost increases above the amounts listed on the HUD Bid Sheet. Instead of submitting a change order, he sent a completely new contract for signature.

We terminated our working relationship with the general contractor due to his inconsistent behavior and potential misrepresentation. His actions raised concerns under the Illinois Consumer Fraud and Deceptive Business Practices Act, including potential bait-and-switch behavior.

We are still seeking resolution on several outstanding items, including:

* Correct and complete final lien waivers from all parties
* A full accounting of work performed and funds claimed
* Clarification on any alleged remaining balance

Overall, our experience with O&L General Contractors was extremely disappointing, and we would not recommend them to others.

Great value for the price, this company delivers quality work with a reputable team that tackles local regulations.

I contacted this company twice about a window issue, but never received a response or confirmation that they wouldn't be able to help me. It's unclear if they're consistently unavailable or just not prompt with notifications - I did have one potential busy period.
