Thanks for your hard work down here in St. Thomas. It's obvious you really care about the people you serve.

This review is based on reports I am hearing on the ground in St. Thomas and St. Croix. I am doing this out of a duty to warn, in good faith that my statements are truthful and accurate to the best of my knowledge. Statements regarding my opinion of the situation are just that, my opinion of what is going on here.

This company appears to (in my opinion) be involved in a subcontractor bait and switch situation. They have subcontracted their work to other subs who promise workers one thing with their pay agreement to get them to the island. Then, once the workers get to the island the conditions change and they are told that they will be working with a different company (being re-formed by the old company). Every day there is a promise of pay, and every day a new excuse about why that promise is not met.

These men are working hard in extremely difficult situations, doing important work to save people's homes on the islands. They are working completely without pay, being told lies day after day. They are in a seemingly hostage situation where they are being forced to accept an agreement that was not what they came there for.

It seems to me (in my opinion) that the subcontractors that Citadel is still working with to complete this FEMA contract are exploiting the classic sunk cost psychology where the workers want to recoup an investment they made in coming down there which will likely never arrive (this conjecture taken according to people who have already left the island and have reported to me what happened). And Citadel is still working with these people, so they must be in some way either complicit, liable, or both.

These workers are being worn down working day after day in such situations, and then asked under duress to sign contracts that would (illegally and unenforceably) cede any rights they would have to rectify the situation, or ever get paid. These men were offered money for roofing jobs they worked in good faith and diligently to complete, and are now being given portion of a per diem and sent home instead. Or in some cases, given next to nothing at all. It is shameful.

Been in our home about 6 months. Noticed mold in spare bathroom. Ceaser the contractor goes in my attic with no tools and says it’s easy fix. Stands on my toilet to wipe off mildew as he called it. Noticed yesterday same issue by vent in my laundry room. This house was thrown together and we were made to feel grateful we got it. Thank you for using my toilet as a step stool and not checking other areas. Husband will be calling again. Problem not fixed.
