Hot water heater broke, called them twice, each time it kept ringing, went to voice mail and it said voice mail was full so was unable to leave a message.

Unlicensed plumber!!!! Call the State. You better hope that you don't need an inspection. He is dishonest and untrustworthy. Beware.
