Didn’t help me looking for a breaker just saying me no and don’t know where can I get it

I met with DJ to order a step down transformer for medical equipment that needed 220 volts. He gave me a quote of 385.00. I visited a second time to place the order. He directed me to call and talk to the wholesaler. The wholesaler recommended the P1 model. I returned again to tell DJ and pay for it. He said not to worry about and would call us when it arrived. He called when it arrived but the transformer was a different model and 238.00 instead of the original quote (?). My electrician looked at the transformer that was ordered and explained that it would not drop to the desired 220 volts. The electrician went back to City Electric and bought the model we were originally quoted for 385.00. I returned the transformer for 238.00 back to DJ fully expecting reimbursement for the error. DJ said he could not accept the return because it was a special order. At no time did he say that there was a no return policy. An error on your part should be reimbursed.
I see your response. Are you going to give us a refund for the unused transformer that I returned to you 2 weeks ago?
