Charter construction did a large scale restoration job for us this winter. Dillon Pewsey was our lead and he was fantastic to work with, professional, knowledgeable and personable. The scope of work was stressful for us because we were dealing with insurance and management companies and Charter was very helpful in dealing with all of the factors. The quality of work was very good, the job site was always left clean and in order and anytime i had a question or concern Dillon and Charter were always very quick to respond and take care of it.

Highly recommend and would use again

The HOA contracted with Charter to fix construction defects on a condominium complex. Unlike most constructions projects this one was completed within the proposed budget! The communications with the Charter team was excellent, with weekly meetings with the team and the HOA board. Meeting minutes were sent out promptly. Budget items were explained clearly. Special shoutout to the project superintendent, Mike Wicks, and project manager, Cozmo Kinyon. Would highly recommend Charter.

Working with Charter has been a great experience. I have worked with a lot of contractors and they have been the best by far. I have been so impressed with how organized they have been from start to finish. Any issues that came up they responded to immediately. The communication was fantastic, they stayed on schedule and let us know at each step what was happening and what would be next. I love that they have someone from their office that coordinates with the home owners or tenants. That saved me so much time and headaches. Lisa was amazing as was Mike and the whole team. I highly recommend them and will be using them again.

I served as the 2393 Park Place Condo Association Treasurer during our total redo of our plumbing intake system. These guys were amazing. They went above and beyond to ensure all was done properly and their communication protocol was so helpful. Our homeowners knew what was going on at all times. As the few issues with homeowners raised Charter made sure they were heard and satisfied with the resolution. Other building maintenance issues arise during the 6-month long project and Charter was there for us on those too. They stayed on time and within budget. The financial part of the project was professionally handled and there was lots of transparency, which I really appreciated. I am so happy we chose Charter as our project solution team! I would recommend them for any complicated project that may come up.

Where do I even start? I can confidently say Charter has some of the best in the business. Alicia, has always impressed me with her deep knowledge of restoration work, clear communication, and unwavering professionalism. As a SR estimator/ Project Manager, Alicia demonstrates incredible attention to detail. She provides a thorough, accurate estimate that accounts for every aspect of the job — no surprises, no guesswork. Her ability to break down complex issues into understandable solutions makes the planning process smooth and transparent. I highly recommend Alicia and all of her colleagues over at Charter Construction.

Six to eight sq foot plaster patching job at corner of wall and ceiling over the toilet. Two person crew taped down floor, wall, and fixture coverings, cut and mixed all materials in that space, covered the holes, taped and filled the joints, matched the existing ceiling texture, and partially dried it all as needed to proceed, all in about 90 minutes. Came back the next day and matched the paint. Fast and excellent job all around. Nice guys.

Charter has done numerous projects for my company in the last year. Most notably a significant waterproofing / construction defect repair that was incredibly complex. Ian, Scott and the team communicated well and solved innumerable problems over the course of an 8-9 month long project with lots of twists and turns.

Work performed: Replace moisture barrier, siding, windows, decomposed wood & paint exterior for a 3-story 30-unit townhouse complex in an urban setting. This was a major project spanning some months.

I think that the Charter Employees and subcontractors performed exceptionally in all respects. All the workers were very helpful to my wife who is blind. Without fail, they workers assisted my wife navigating around compressors, line cords, lifts and other obstacles. Never once did she need to ask. Special thanks go to Jorge.

The quality of the workmanship has been exceptional. The buildings look brand new. The internal finish work that was required by the window replacement was superb, special thanks to Bu.

For the duration of the project, Charter provided weekly updates and advance notice of work via email. I had a couple of occasions to work directly with Loren, the site manager, who was always well-informed, responsive, ethical and helpful.

Part of this survey asks "How would you describe the price you paid?" I don't have the knowledge to answer that question; but, I do know that to complete a project of this scope and leave few (none on my part) if any complaints behind is worth an awful lot.

For this kind of project, it is hard to imagine that we could have made a better choice than Charter Construction.

We hired Charter for our HOA to replace siding, deck doors and windows on our 30 unit complex. We have been very happy with their professionalism, timeliness, end of day clean up and attention to detail. We had an on-site supervisor that was always available to help with any issues, answer questions and manage any concerns that popped up. Our weekly meetings kept everyone abreast and informed. We couldn't have managed such a huge project without this competent contractor who definitely realized these were our homes and not just a job site. Would recommend they highly!!!

Charter completed a huge project for our HOA which includes 30 townhouses in SE Portland. They were outstanding in every way. They stayed within budget and completed the 7-month project on time. When does that ever happen? All of the staff and workers were kind and courteous, and a pleasure to be around. Really good people! I don't have a negative thing to say about Charter. We are so grateful we hired them. 100% happy customer!

I had a great Experince !! I had a leak from the upstairs unit, which meant cutting a hole in my ceiling above my shower to fix it. Charter came out to do the patch and paint and I have to say -10/10 recommend. Michael was really communicative so I always felt like I knew what was happening and when. Joseph did patch and paint - he was beyond considerate (taking off his shoes, being nice to my dogs who came to just accept his presence). As a woman who lives alone, it’s not always common to have kind men who make you feel safe and do an excellent job!! He even went out and got my paint so it all matched!! It was really a fantastic experience.

We will never work with Charter Construction again.

The only reason Charter Construction even had this $40,000 project was because we brought it to them. And instead of valuing that relationship, they completely mishandled the job from the start. Their Idaho branch has completely imploded, communication has been almost nonexistent, and the project itself has been dragged through the mud. What should have been a straightforward job has turned into a complete disaster.

To make matters worse, we submitted our final invoice back in August — and as of today, we still haven’t been paid. Charter has already been paid for the job, yet they’re withholding payment from the contractor who actually did the work. That’s not just unprofessional — it’s unacceptable.

We take pride in our work and stand by the jobs we do. But Charter Construction has shown us that they do not value their subcontractors, their commitments, or the basic principles of doing good business. If you’re considering working with them, think twice — because if this is how they treat the people who helped them land the job in the first place, imagine how they’ll treat you.

We just got done speaking with Laura from Charter Construction inquiring information on to be added to their vendors list. We are Steve's Paint and Renovation and are a small local company in the area. Laura was extremely helpful on answering my questions on how the process works to be added to their vendors list. When we were speaking with her she seemed very knowledgeable and professional and answered all the questions we had. Note: even if we do not have the opportunity to work with this company we highly recommend them. We found about this company through a referral and they came highly recommended as well. Thank you again.

I don’t typically like to give bad reviews, but this company needs to be warned about. We had a water leak at the beginning of July 2025 and we immediately called out our plumber. He stopped the leak and brought in a mold remediation company called Buck restoration. They did a great job! Upon completing the moisture part of this project, I was referred to use charter construction. They quickly came in, demoed our kitchen and took half of the money. They had one guy doing our floor installation, and there were so many spots that were not up to par, gaps in flooring, nicks on floor, uneven edges along walls and baseboards. It looked really bad. The flooring company came in and fixed what they could, there are still multiple spots that are an eyesore. They even left the old kitchen flooring where it was and put new laminate on top of it, so now we have about 1/2 inch step up from the hallway to the kitchen, which is now a tripping hazard. Charter told me it would’ve been too big of a project to take out the existing floor. They brought in the backside of our cabinets, but nothing else, we are still waiting on the cabinets to be permanently set, backsplash to be demoed and replaced, entryway tile to be put back together. I am now aware that in the amount of time we have been working with them, the Idaho office has permanently shut down, and multiple people were laid off. We are now in communication with Jared, the new project manager, but waiting to have our project completed. We have paid them approximately $30,000 to still be with a non-functioning kitchen and it has been over three months. If we don’t get this project completed in a timely manner, I will be filing an insurance fraud case for taking so much money and not completing our job.

I employed Charter Construction for restoration of my condo after a water leak damaged the walls and flooring in my bathrooms and primary bedroom. The work was excellent! All the sub-contractors on the job were fantastic and I loved the results. I was always informed of the schedules and consulted on my choices for refinishing. Since I needed drywall, painting, plumbing, carpentry, and flooring, it was a relief to deal with such an experienced company. I highly recommend Charter Construction!

Charter Construction took on my condo restoration (due to water damage) and turned it into a cozy and inviting home once again. Kudos to Jeff Howard and Alicia Copeland who stayed focused and professional through a challenging restoration project. They navigated the permits, schedules and inspection like the pros that they are!
The condo is now better than it was before the water damage with all-new and improved wiring, plumbing, paint and lighting.

I have worked wit JDL for 14 years. They do great work, on time and on budget. They have worked on every room in my house. I don't call anyone else for quotes now. They are not the least expensive, but worry free.

We have worked with Jeff and his team at JDL for many years and they are a pleasure to work with. They make our job so much easier by being so organized and on top of everything. They are responsive and communicative and pay attention to the details which is why we like working with them!
