Hello homeowners!
First off I want to say that Joe Mikhaylov is a hard working man, which is an understatement. Before I get into the crux of this review I'd like to go into my timeline from start to finish with Joe. My aim is to give you a perspective on his professionalism.
We have an old home that needed serious work. The breadth of the work needed was, new flooring, complete bathroom over hauls, kitchen tiling, electrical work, base board installation, carpet installation, door and trim installation, soft demolition, sheet rocking, mudding and general debris hauling. Joe reached out to us and a few days later he was at our home giving us an estimate on all the work listed above within a week of contact.
We've had contractors come out and give bids before, but the tone is rather bleak. With Joe he came in with a combination of energetic and a determined demeanor, spotting things even we didn't notice that we're wrong with the house. One moment that comes to mind is when we spotted a piece of siding that was unhinged from the house. Joe whipped out a ladder and climbed on our roof to take a closer look. This in itself is a gesture that shows his intrigue with the profession he chose.
This in tandem with his calm demeanor and keen observations pretty much sealed the deal. My mom and I both knew he'd do the job correctly and this wasn't a rug-pull. Over the next few days we e-mailed back and forth and the entire renovation project bid came in super reasonable.
Work started promptly in February and him and his team were very dedicated to the project. I've been jacked around by plenty of contractors and handymen. Other unsavory contractors I've hired would give me excuses; Can't start on time due to X problem, unable to show up a certain day due to X problem, can't perform this job because X isn't available or pinning responsibility that's included in their job title on the home owner, poising issues as if it's your problem to deal with instead of theirs.
That's not Joe. That's not his team.
Joe showed up on time, everyday and even I couldn't keep up the pace of his ardent scheduling to finish the work on my home. Even with the February snow storm of 2021 he managed to put in hours until it was unsafe to drive.
At this point I should mention that his team members Aaron and Kyle were also very genuine and easy to work/communicate with. I recall a conversation I had with Joe about how in his profession It is very difficult to find workers who put effort into their work. His staff members work just as hard as Joe. He told me about how some contracting companies literally pick people off the street to perform labor for pennies on the dollar and of course, they perform shoddy work.
That's not Joe.
During the renovation process Joe and I communicated close to daily. He was sure to ask questions first before acting. I visited the home several times during the weeks of renovation and Joe always made sure we were seeing eye to eye on the whole process.
You will notice that if you ask Joe about how he will address a certain task, he goes off in an almost meditative state where he'll take you through his thought process. He'll give you several different ways on how he'd tackle something and guaranteed one of those ideas he proposes you'll be happy with. When Joe goes into the pondering state telling you his ideas- pay attention because you will get the right option you want. He will make sure you see the project verbally in your head before he actualizes it.
Through and through up until the end of the project in mid March, Joe was very patient and communicative. We had several change orders that came up and he made those little bumps in the road very smooth, even the walls got smoothed!
If you're still searching for a contractor, I put my top dollar on Joe Mikhaylov, Aaron and Kyle- full stop. Period. In my honest opinion you're wasting your time and money on hiring any other contractors in the Portland area. The patience and work ethic that they provide is unrivaled.

After lot of research, we onboarded NW Development team ( licensed) with our major renovation work & they indeed delivered the project with quality & well ahead of scheduled timeline . It all started with water damage repair work but we took this opportunity to reset our home (Entire House Flooring, Countertops, backsplash, new cabinets & installation, custom pantry, staircase carpet installation, minor exterior repairs, installations) we reached out to Joe, who came in & guided us through their process, proposed new ideas with our design & ensure we are investing the money in the right place to make the most out of our renovation effort. Continuous communication, clear timeline, dedicated team for each phase, flexibility, milestone based payment model are some of the things I want to highlight for Joe & team ! We are glad to partner with Joe & team for this renovation work & will work with them again for future projects !

Joe and his crew did a great job on the remodel of our kitchen. The job was done on time and everything looks awesome. They were very communicative throughout the whole process and everything went how they said it would. We absolutely love our kitchen and would hire them again for another remodel.

We hired Joe because of the multiple contractors we talked with, Joe Mikhaylov was the first person who explained that we could save thousands of dollars if we adjusted our plans to something a little different. That’s when we realized that his goal was to help us get the workshop we were dreaming of. From day one, Joe explained each step of the process, including how billing would work, and then we got exactly what he said to expect. He was flexible and patient when we asked for things. Joe was more communicative than any contractor I have worked with, updating us daily when necessary, so that we were never surprised when something did or did not happen at the site. Joe always assumed that I was intelligent enough and had researched enough to know what I was talking about, and he was very respectful when answering the many questions I had. As a woman, that is important to me. Joe’s coordination with the other crews - to pour concrete, to drill and place conduit, to install electricity - was nearly seamless, and when there was a hiccup with scheduling (as often happens), he told us immediately and asked what solution worked best for us. In the beginning, many wheelbarrow loads of river rock were in the way, so they kindly hauled all of it, load by load, across the yard to the RV parking area so it was not wasted. Most of all we appreciated his laser focus on quality and details, again - like no contractor I have worked with. Joe and his crew addressed each item with care, small or large, like they were working on their own property. Joe went out of his way to build the most solid, moisture-proof shop he could imagine, and then joked that the trees in the area would grow old and die before this shop ever comes down! His crew cleaned up every single day. They put all the dirt and gravel back where they could, repaired some irrigation line accidentally cut, hauled off the bushes they had to trim, and left the site spotless. The total charge would have been exactly what he quoted to begin with, but we asked for multiple upgrades, which he graciously accommodated. For the fair price, the excellent communication, the high quality work, I will recommend that you try to hire Development Contracting if you can. I’m reluctant to work with any other contractor, now that I know what I’ll get when I work with Joe.

Wish I had found development contracting earlier in our major home remodeling project. Joe and Serge both communicate on a timely manner and follow up to make sure I was happy with the finished product. They came through when we had problems with our general contractor to do the cabinet installation and the our pocket doors. I highly recommend Development Contracting for any job you have to be completed on your home

Cannot say enough how much we loved working with Development Contracting for our kitchen remodel. We had a major water leak that damaged our kitchen, and Development Contracting came in to handle the restoration and rebuild. From day one, they made the process so much easier — working directly with our insurance company and keeping us informed every step of the way.

They completely rebuilt our kitchen with beautiful custom cabinets, new countertops, and a tile backsplash that turned out perfect. We also decided to add some upgrades during the process, including new electrical, plumbing, and a hood vent, and they even removed the old soffits and ceiling lighting grid to give us a more open, modern design.

The craftsmanship and attention to detail were outstanding, and the team was professional, punctual, and easy to communicate with. What started as a stressful situation ended up being a beautiful transformation. I highly recommend Development Contracting for any restoration or home remodeling project, especially if you’re working with insurance repairs.

Joe and his team were wonderful to work with overall and I could not recommend them more. They came in during a remodel while my family was in the midst of having a new baby- and Joe was a savior during that time. He and his team were on time, communicative, and creative with solutions. Joe saved us thousand of dollars after coordinating with our structural engineer to find a more affordable solution to a structural issue. He was calm throughout the process and had a true "fix it" attitude when issues came up during renovation. I am hopeful to be able to use them in the future with our construction needs!

Development Contracting in Tigard (Joe) did an amazing job in turning our narrow L-shaped kitchen and dining room into a beautiful spacious kitchen/dining room that we love to be in, cook in and gather friends in. Two walls had to come down, some existing cabinet and closet removed, gas stove removed, flooring patched and resurfaced, ceiling replastered, lights and outlets reconfigured, new cabinets and island built and installed, etc. In other words, this was a major three month long project that involved many different experts and craftsmen - from the framers, electrician, and HVAC expert to the plasterers, painters and flooring finishers. All were experts in their trade and Joe managed and coordinated their work well. Joe was very easy to work with. We communicated by text and in-person. When a decision was needed Joe contacted us and when we had a question or wanted a change Joe responded quickly. Joe, and all who work for or with him were friendly and took "satisfying the customer" as their mission. Their attention to detail is remarkable. I would recommend Joe and Development Contracting to anyone thinking of remodeling their home.

We were very happy with the work that Joe and his crew did. The crew leader was exceptional. The crew showed up earlier than we thought they would be able to and finished the work promptly. They added a cedar handrail around our kidney shaped patio. The work looks terrific and insures safety for the grandkids and their grandparents.

We added a to our upstairs landing. The job was done quickly and professionally. They were clean and neat, and the results were exactly what we wanted.

Great experience with this team. They were prompt, efficient, and finished ahead of schedule! We have used plenty of contractors in the past, and this was by far our best experience in getting a job done.

Highly recommend these guys - they were very responsive, prompt, cleaned up their messes. We hired them to remove/install new backsplash in the kitchen, they also repaired our garage door and replaced a light fixture. I would hire them again for future projects for sure. They did a great job.

They are best in the area. I get the service done last week and it was up to the mark. I get my kitchen and bathroom remodelling done. Tyson was very polite, and easy to communicate as I made a request at the last minute which was accepted by him.

After that successful experience, we hired them to build an accessory kitchen and add a ramp to our deck for my father’s wheelchair. We had LVP flooring installed and it looks great. We were very happy with the results. Tyson was on time, did the job in the time estimated and at the end of the job, made sure our home was clean and looking brand new. Would definitely reach out to Johnsen Industries for future work.
